Background
Youth Network for Positive Change -YOUNETPO is registered and accredited youth led civil society organization with 10 years of evidence-based work in youth peacebuilding, human rights and citizens access to justice, HIV/AIDs care, prevention and treatment services, climate change, youth capacity development and civic engagements. Since its establishment in 2014, YOUNETPO has initiated several programs to empower women and girls through capacity building initiatives and leadership programs, advocate for women and girls’ rights and access to education, fostered political accountability to make elected leaders more accountable, promote HIV/AIDs prevention, care and treatment using a peer-to-peer approach. These programs and projects have benefited over 15,000 Youths between the ages of 10-35 years; we have successfully implemented projects and programs in Montserrado, Margibi, Grand Bassa, Gbarpolu, Bong and Nimba Counties.
The Admin & Finance Manager contributes to the overall success of YOUNETPO by effectively supporting the implementation of all financial policies and activities in the organization. As a Head of the Admin & Finance Department, Admin & Finance Manager lead with financial reporting, management and budget monitoring and control issues as required.
MAJOR RESPONSIBILITIES:
Primary Duties and Responsibilities
The Admin & Finance Manager performs a wide range of duties including all of the following:
Ø Act as lead custodian of all YOUNETPO financial system and Software’s including;
Ø Ensure the monthly review of consolidated organizational budget performance against the individual annual project budgets; forecasting expenses and tracking the ongoing commitments against the approved cash position.
Ø Advise the Executive Director on issues, trends, and changes in the financial operating performance and operational delivery; proactively communicating issues that are anticipated before they arise.
Ø Assist in implementing yearly objectives and measurable metrics for Finance department performance both for individual team members and the department overall in service delivery to other departments within YOUNETPO and stakeholders.
Ø Support the long-term budgetary planning and costs management in alignment with YOUNETPO strategic and project plans, especially to improve the organizational development, increasing Finance’s contributions to effectiveness and efficiency of the organization by leveraging technology and accurate information.
Ø Work collaboratively across the all departments, field offices and Headquarters.
Management accounting activities
Ø Assist with the review of guidelines and collation of information for budget and monthly forecast preparation.
Ø Produce timely and accurate monthly period-end reports and schedules for review with DAF as required.
Ø Maintain financial records for each project or service in QuickBooks in a manner that facilitates timely and accurate management reports at month end.
Ø Support maintaining compliance with internal financial and accounting policies, administrative procedures and local statutory requirements.
Ø Provide accurate and timely reporting on the financial activity of individual projects and services across all cost centers with an ability to provide information in a timely manner.

Financial accounting and reporting
Ø Code and post Payment Vouchers and General Journals to the accounting system in advance of month end closure.
Ø Prepare timely monthly bank reconciliation statements in QuickBooks in all modules.
Ø Assist with the review and maintenance of the integrity of the computerized accounting system and QuickBooks.
Ø Assist with the maintenance of accurate financial records that are appropriate and give the required confidence to internal and external users.
Ø Support the Executive Director in ensuring all statutory requirements of the organization are met and tax remittance to the Liberia Revenue Authority (TRA) is done in a timely manner including filing returns to all statutory bodies and following them to completion.
Ø Assist the Executive Director in the preparation of information for the annual audits.
Ø Assist with the documentation and maintenance of complete and accurate supporting information for all financial transactions and 100% upload of scanned copies into Backup with proper indexing.
Ø Maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash and ensure monthly reconciliation and follow up is made; communicating regarding any irrecoverable debt in a timely manner and seeking appropriate authorization for write offs.
Ø Ensure that employees’ payroll and financial information is secure and stored in compliance with current policies and the salary Journal is posted into QuickBooks.
Ø Support the Executive Director in providing clear and timely responses to queries from the Board of Directors, Donors and Partners
Ø Ensure all compliance practices are implemented based on up-to-date regulations;
Budgets, Cash Flow Management and Controls
Ø Manage the annual budget process, providing guidance and support to Program/project Key personnel and other team members where needed
Ø Maintain internal control and safeguards for receipt of revenue, costs and program budgets and actual expenses;
Ø Develop documentation of procedures and recommendations for process improvements;
Ø Monitor investment portfolio as appropriate and bank balance positions during the course of the year;
Ø Interface with outside audit firms, banks, TRA etc
Ø Manage organizational cash flow forecasting exercise on monthly basis
Ø Perform another task as may be assign
Requirements
- Must have a Degree in Accounting or Management
- Must have good communication skills
- Have at least 3-5 years of working experience with the NGO sector or other public sector
- Have experience in using Microsoft Word, Excel & Power Point
- Ability to work in QuickBooks is a must
- Ability to multitask is an added advantage
- Be willing to travel to other counties as may be required
